8.6.1 is available in the PE/EE repo, and the PE/EE evaluation repo. Setup Instructions

as the article mentioned, there's a maven settings to load zk . but the maven archetype in https://mavensync.zkoss.org/maven2 is not refreshed. the latest version is 8.5.0

so i think you have to download the latest version manually. and the latested CE version could be download is 8.6.0.1 till today.
