Idempiere community figure out reason and fix with bellow patch. if you still stick with this issue. please find solution at: https:%%idempiere.atlassian.net/secure/attachment/22619/IDEMPIERE-2907-fix-ee.patch

reason: i'm not sure what is real reason. but class WebAppFactoryImpl in zk.jar is modify difference original source to avoid use this library as CE version.
