Tab problem with mac osx

Hello, i have an modal window with an textbox and a save button.
when i use windows firefox i can use the tab function to set the focus to the save button when my focus is in my textbox. but when i use mac osx then the focus is not set to the save button. the focus is set to the browser url row.

is this a bug?
