checkbox default checked

Hi I am facing a problem I have checkbox integraed with mvvm , I want to new record it should be checked and in edit mode it depends upon users

<checkbox id="is_active" value="@bind(juvenile.is_active)" checked="@bind(juvenile.is_active)"/>

I tried with model variable default true its on working , can any body tell me proper solution
