I don't see anything wrong with <timebox> in either ZK 7.0, 7.0.1 or 7.0.2

Are you sure you are asking for the onChange event? The onChange event is fired as soon as the focus from the timebox is lost. If you wish to "listen" immediately for value changes then you should use the "onChanging" event.
