minimum height for a window

I have a window inside listcell in a listbox. I can add component dynamically to this window. I want the window to have a minimum height so that it doesn't look all squeezed up initially. But as soon as I add eough components to the window, if their height exceeded the window height, then the extra component gets displayed outside the window. Is there a way to have a minimum height set for the window?
