Cell format hh:mm read as h:mm

There seems to be a bug in recognising the data format 'hh:mm' in ZK Spreadsheet - ZK reads this format as 'h:mm'.

I have worked around by formatting the cells 'hh:mm ' which does return string values correctly (e.g. '09:00' not '9:00')
