"Page not found" when access page in other web-app

formerly I use ZK+Osgi in glassfish and all runs well. Recently I tried to move the project to Virgo Tomcat Server. Then the question is that when I access pages in other WAB I got the following error:

org.zkoss.zk.ui.UiException: Page not found: ~.....

I access with this function : Executions.getCurrent().getPageDefinition(url)

But this function runs smoothly in glassfish, do I need make some modification to web.xml?
